Angry student threatens ticket writer after violation


A UTM student has been charged with assault after an altercation with a student ticket writer.

Dustin Brann of Gallatin was referred to Weakley County General Sessions Court after the March 22 incident.

According to a report from the Office of Public Safety, the student ticket writer called OPS about 11:30 a.m. that day and requested immediate assistance with a man who had confronted him in a gravel parking lot. The ticket writer said the man, later identified as Brann, had threatened to cause him bodily harm. After OPS was notified, Brann departed the area north of the Ag Pavilion in a black F-150 pickup.

Officer Jerry Garcia saw the truck and pulled it over in front of the ROTC building on Moody Street. Brann was then arrested. According to the incident report, the ticket writer had just finished issuing tickets in the gravel parking lot for failure to register vehicles. As he was driving away on a golf cart, he said, he heard someone yell at him to stop.

The ticket writer said that Brann then confronted him and asked, in a profane manner, why he had gotten the ticket. Brann was advised that he had been issued a ticket because he had not registered his vehicle. The ticket writer said that he tried to pull away in the golf cart, but that Brann stood in front of it and would not allow him to leave.

The incident report reads that Brann then said, “I’m going to whip your ass,” and apparently made several other profane remarks.

The ticket writer said Brann then took his two-way radio away from him. After advising Brann to return the radio, the ticket writer said that it was shoved back at him. This is when the call was made to OPS for assistance and the worker was able to leave the parking lot.

While the ticket writer was leaving, Brann reportedly said, “If I catch you anywhere on campus, I’m going to whip you’re a— so that you won’t know what tomorrow is.”

The ticket writer said he believed physical harm was going to be caused to him during the incident.
